The following reviews are structured on a case-by-case basis in order to assess compliance by the recipient:
- Application Review – pre-award review is conducted in response to applications for assistance.
- Post-Approval Review – this review is part of the Administrations ongoing monitoring responsibilities. These reviews will be conducted at least once every 3 years. These reviews can be either a “desk audit” or “on-site”. As these reviews are independent of the Triennial Review Process, the post-approval review will be conducted in conjunction with scheduled Triennial Reviews.
- Discretionary Follow-up Review – can be a review conducted to determine whether a recipient is honoring its commitment represented by the certification to FTA that it is complying with its responsibilities; a compliance review conducted due to a complaint alleging discrimination; level of assistance being provided by FTA or indings of a pre- or post-award compliance review.
- Triennial Review - occurs once every three years and examines how recipients of Urbanized Area Formula Program funds meet statutory and administrative requirements, especially those that are included in the Annual Certifications and Assurances that grantees submit.
THOMAS HOUSTON associates, inc. assists grant recipients in preparation for the EEO component of Triennial Reviews. The triennial review is one of the Federal Transit Administration's (FTA) management tools for examining grantee performance and adherence to current FTA requirements and policies.
The review currently examines 23 areas. In addition to helping evaluate grantees, the review gives FTA an opportunity to provide technical assistance on the latest FTA requirements and aids FTA in reporting to the Secretary, Congress, other oversight agencies, and the transit community on the Urbanized Area Formula Program.
